We will be holding the Annual Meeting of the Association in accordance with our Bylaws on Tuesday, October 28th 2025. The meeting will be held via Zoom
There are five (5) seats up for election. The current Board members have expressed their intention to run again: Kathy Ilkhani, Tushar Bhavsar and Swarna Mitikiri. Please consider supporting the community and running for the Board. Board members are essential to Rockland Village, and your community needs you!
If you wish to run for a seat on the board, please contact Association Manager, Shunell Eblen at RocklandVillageHOA@capitolcorp.com to obtain a nominee petition. Complete and submit the nominee petition by 9/30/2025.

REMINDER TO ALL HOMEOWNERS. Your HOA Monthly Dues are determined each year based on the HOA’s approved budget. As an owner you can participate in the drafting and approval process for the budget. You can do this by attending the board meetings and reviewing and giving feedback on the draft budget which is based on the previous years expenses and our Reserve Study as required by Virginia. You can find this information on financial reports that are included in the meeting package that is sent to all owners. Any increases or changes in HOA dues are sent to all owners before the first due date of the year.

WASTE DISPOSAL NOTICE: NEW RECYCLING METHODS FOR GLASS

As of October 1, 2019, Fairfax and Prince William Counties no longer accept glass bottles and jars in the curbside recycling bins. Residents should re-use glass containers or bring them to purple, glass-only recycling containers located throughout the region. If this is not possible, glass should be placed in the trash.
Our disposal company, American Disposal Services, has not yet issued any notices or bans on glass recycling, but they have informed me that they may do so at any time. Rockland Village residents can continue to put glass in the recycle bins until further notice. Other disposal companies have already banned glass from their recycle services so we will keep you informed as soon as we hear anything from American Disposal.
Please use this opportunity to develop better re-use and recycle habits. Try to find another use for your glass containers. If you don’t re-use them, try to drop off bottles and jars at the closest glass recycling container instead of throwing it in the trash. Fairfax is crushing the glass and using it for construction purposes.

STRAY CAT POPULATION
Trap, Neuter, Return Program Decreases Homeless Feral Cat Population
Our community is starting to experience an increase in the number of stray cats. Some of these cats are part of Fairfax County “Trap, Neuter, Return” program. You can read more about it from the excerpt below taken from a Fairfax County Times article dated April 8, 2010:
With an estimated 195,000 homeless and feral cats in Fairfax County, animal shelter officials have come to believe in recent years that trying to eliminate cat colonies is neither practical nor humane.
The cat population estimate, which is based on formulas developed by veterinary colleges, provides “an unlimited supply of cats,” said Michelle Hankins, community outreach program manager for the Fairfax County Animal Shelter. So removing a cat colony from an area often does not solve the problem.
“When you just remove them all in a short period of time, the food sources still exist; the environment can still support a certain number of cats,” Hankins said. “What happens is new cats move in.”
Now, the shelter focuses on educating and training residents to manage outdoor cat colonies rather than removing the animals. Through the “trap-neuter-return” program, volunteers learn to trap cats and bring them to a county clinic for free spay or neuter surgery and rabies and distemper vaccinations. The sterilization services are funded through Fairfax County’s share of the “Animal Friendly” Virginia license plate fees.
The public also favors letting the cats stay outdoors, Parowski said, citing a 2007 Harris Interactive poll conducted for Alley Cat Allies. More than 80 percent of respondents in that survey favored leaving cats outdoors rather than euthanizing them.
“Most people aren’t so angry at the animals that they want them killed,” she said.

VOLUNTEER HOMEOWNERS NEEDED
Attention all homeowners. The community is in need of active members who are willing to volunteer for the following committees listed below. Please contact the Board of Directors if you wish to join or if you have any questions.
Covenants Committee – The purpose of the Covenants Committee is to assure that the individual and common properties within the HOA shall always be maintained in a manner:
- Providing for visual harmony and soundness of repair
- Avoiding activities deleterious to the aesthetic or property values of the community.
- Promoting the general welfare and safety of the Owners, such Owners’ tenants and such Owners’ or tenants’ households, guests, employees, agents and invitees.
The Covenants Committee shall regulate the external design, signage, appearance, use and upkeep of the properties as set forth in Article 9 of the HOA Declaration.
Finance Committee – The purpose of the Finance Committee is to monitor the financial status of the association to assure that:
- Past, Present and Future financial actions by the Board of Directors are executed in the best interest of the HOA.
- The HOA funds are managed in the most efficient and effective manner.
- HOA financial records are as complete and accurate as possible.
Events Committee – The purpose of the Events Committee is to organize social events for the community:
- To encourage participation in association meetings and activities.
- Organize fundraisers and other community-wide improvement projects.
- Create an atmosphere which allows interaction, communication and socialization among homeowners.
