PROPERTY INSPECTIONS

Note: This page is part of the Rules and Regulations adopted by the Board of Directors.
**ATTENTION**
ARC approval is required from the HOA before repairing or replacing exterior elements of your home and property. For the sake of identifying the proper materials, colors, methods, and required permits or inspection checks, please contact the management for an ARC application for any exterior work. Any changes to the exterior of your property without an ARC approval will result in a violation so please contact management to inquire about alterations, modifications, or additions to standard designs.
The quality of our community is only as good as the quality of each property within the community. In some cases, the integrity of the home and/or the safety of people are affected when standards that are set forth by the HOA are not followed.
Additionally, like most HOA’s, our HOA has a design standard that creates unity and harmony from one home to the next. The developer has chosen colors and design to match or complement each other. It is important for each homeowner to regularly maintain the design, the colors and good condition of their property according to these basic standards.
Rockland Village HOA and its property management will make every effort to help homeowners in their efforts. As such, this page is provided as a reference for proper colors, materials, standards, etc. More detailed information is provided in your HOA documents under the “Rockland Village Homeowners Association Design & Maintenance Standards” portion.

Inspections
Our management company will perform regular inspections for each home and property. Individual homeowners will be sent notices for items that need to be addressed. The homeowner is given a period of time to correct the items and notify the property management of the corrections. It is mandatory to make the necessary corrections as instructed by management. If the homeowner has any questions, they must contact management as soon as they receive notice.
To make sure that you pass inspection successfully, please be sure to regularly check the following items. Keep in mind that this is only a partial check list. You should refer to your homeowner documents for complete details of required maintenance and design standards.
******BASIC INSPECTION CHECK LIST******
- Paint – Peeling or damaged paint must be corrected with original colors. Mold, mildew, rust, and algae growth on paint must be removed.
- Fences – Broken, missing or leaning fences must be straightened and/or repaired to original style. Regular power washing and sealant is necessary to extend the life of wooden fences. Since the fencing in our community is connected between homeowners, the fence seal should be a clear sealant. Brick fences should be power washed to remove mold, mildew and algae.
- Decks – Decks must be in good repair and meet county code for design and safety. Decks with peeling paint or worn stain must be cleaned and re-painted or resealed.
- Stair Rails – All stair rails should be checked for stability and movement. Remove rust, secure bolts and paint with rust resistant exterior matching paint which is suitable for metal.
- Stairs – Stone or concrete stairs should be free of mold, mildew, algae, broken or missing pieces.
- Exterior Doors – All exterior doors and door hardware, including locks, doorbells and kick-plates, should be in working condition. Door colors should match original colors as provided by the developer. All homeowners must check their colors with the HOA before re-painting or re-staining their doors.
- Garage Doors – Garage doors must be kept closed when not in use. Garage doors and mechanisms must be kept in good working condition. Repair, replacement and repaint must match original design and color.
- Windows & Screens – Windows must not show signs of leakage. Cracks and other visible damage must be repaired. All screens must be free from tears or other defects.
- Lights – All exterior light fixtures must be in good working condition. Front yard lamp posts are the responsibility of the homeowner. Automatic light sensors and lights must be functional to allow proper night time auto-lighting for safety and security reasons. Homeowners are not allowed to remove or shut off automatic light sensors on lamp posts.
- Landscaping – Excessive weeds and overgrowth must be removed regularly. Any growth that intrudes into public access space or neighbor’s property must be trimmed back to within homeowner’s own property lines. Check fence lines for any growth that intrudes through fencing. Homeowners who have growth coming onto their property are allowed to trim back the growth up to the border of their property lines. This growth includes tree limbs, roots, shrubs, vines, etc. Grass should be kept between 2.5″ and 4″ high.
- Trash – Each lot owner is responsible for keeping all trash secured in containers designed for trash use. Containers issued by the HOA trash vendor must be kept in good condition. Each homeowner is responsible for contacting the number located on the trash vendor container to order repairs or replacement of the trash and/or recycle containers. Homeowners are responsible for picking up loose or wind-blown trash which has originated from their property.
- Siding – Cracked, broken or missing siding must be repaired or replaced to original color and style.
- Trim – Trim includes decorative moldings, columns, rails, door and window frames. These must be checked for wood rot, deterioration and weather damage. Repair and replacement must meet original design and colors.
- Gutters & Downspouts – Paint, repair or replace as needed.
- Roof – Homeowners are responsible for maintaining their roofs. Single family homes have architectural shingles made by Certainteed ranging from grey to charcoal color. Each single family homeowner is responsible for matching their existing roof style and particular color. Townhome owners all have a uniform roof style and color. It is a traditional 3-tab shingle model XT25 made by Certainteed in Slate Gray color.
Approved Colors and Products
Below is a list of approved colors and stains. All Townhome exterior front doors were identically colored by the developer. Townhome owners should make every effort to match their door color as close as possible to the approved color below. For Duron and all other discontinued brands, custom matched paint is the preferred product for matching original color. Single Family homeowners should try to match new paint to existing paint colors. Any change in color to Single Family homes must first be approved by the HOA through an ARC application.
TOWNHOMES:
Roof Shingles
All townhomes have matching roof shingles made by Certainteed model XT25, 3-tab shingle in Slate Gray color. If this model is not available and immediate roof replacement is necessary Certainteed Landmark in Colonial Slate is the approved substitute. All roof repairs and replacement must have an ARC approval prior to starting the project.

Townhome Front Door Protective Coating – Minwax Helmsman Spar Urethane Clear Gloss IMPORTANT: YOU MUST USE A URETHANE CLEAR GLOSS AFTER STAINING YOUR EXTERIOR DOOR TO SEAL THE SURFACE. THIS PREVENTS PREMATURE WEAR AND DAMAGE!

Townhome doors must be stained in a 3 step process.
Step 1.
Make sure old paint or stain has been completely removed from your door. You may only need to do this to the exterior side.

If you have not stained your door yet, the original manufacturers stain may come off with a household cleaner and a scouring sponge. If you used paint on your door you may use a paint and varnish remover like CitriStrip which you can find at HomeDepot, Lowes, or online. Follow the directions to remove the paint. You can also remove old stain colors. To get the best results for your front door, you must remove the paint or worn stain before re-staining.
Step 2.
Follow the directions for the gel stain to apply on your door. You may find a contractor to perform this step and the next step if you do not wish to do it yourself. Please be sure to inform your contractor of the HOA’s guidelines.

Step 3.
Make sure your use Spar Urethane after you apply your stain to protect the finish from becoming prematurely faded or worn.
When done properly, this step will prolong the life of your stain.
SINGLE FAMILY & TOWNHOMES:
FENCES MUST BE CLEAR STAINED OR NATURAL STAINED.
Deck Stain & Color – The natural color range below may be used to stain your deck only.

IF YOU USE TREX OR OTHER MAN-MADE DECKING MATERIAL, YOU MAY CHOOSE WHITE OR AMBER WHITE TO MATCH THE TRIM OF YOUR HOME.
NATURAL WOOD DECKS MAY BE PAINTED WHITE BUT THIS IS NOT RECOMMENDED SINCE IT BECOMES A HIGH MAINTENANCE PROBLEM
